power steering belt

I'm changing out the power steering belt on my 95 Mazda Protege and I noticed that the bottom pulley is not turning and the belt starts to smoke. Does anyone know what causes this to happen

What else is on the belt? Do you have a photo? Something is seized, it's just a matter of what it is.

I just found out that the pulley is shot, I'm gonna need a new one

Pulleys don't generally go bad. The bearings on whatever they're attached to go bad. So what is this pulley attached to?
